Added cooling fan for RTL-SDR R828D

Recently, I noticed that my R828D RTL-SDR started overheating and stopped working, causing the OpenWebRX server to crash. To solve that , I added a cooling fan on top of the RTL-SDR , hope that will solve the problem.
